Berryman produced this cartoon for the first Tuesday in November, Election Day. All the types of citizens, farmers, workers, businessmen, and city dwellers, were marching off to the voting booth to exercise their right as citizens. But the District of Columbia is left sitting, like a slacker. The lack of congressional representation for the District residents had been as issue almost since the formation of the capital city.
